HMBA 605 Research Paper Topic Proposal (3-page limit) The subject of my paper: In one or two sentences, what is your paper about? Consider completing the rest of this proposal document before you come back and state the subject of your paper. I find that once I have thought through my paper in more detail, the subject of the paper shifts slightly. For example: “The drive toward value over volume in healthcare is forcing providers and insurers to reconsider how they collaborate in collecting, analyzing, and sharing data.” My interest in the topic: If you are interested in your topic, you are more likely to write a more engaging, interesting paper. Why are you interested in this topic? What excites, angers, fascinates, or intrigues you about this topic? For example: “In my current role, one of my jobs is to obtain raw data from insurers (including financial data and PHI), collaborate with providers, employers, and insurers on developing analyses and insights based on the data, and support the development of action plans to reduce or manage cost and improve the quality of health care. Insurers are extremely reluctant to share what they consider to be proprietary information about their customers, their products, and their pricing. Providers are skeptical of insurers and suspicious of their motivations. It is extremely frustrating to work with ‘partners’ whose behavior is paranoid and distrustful. This harms the quality of the data we must share and impacts the results of our work.” My thesis: What is the main point of your paper? What is the point or point of view you are trying to get across to the reader? For example: “Value-based agreements between providers and insurers are portrayed as partnerships in healthcare industry media, but behind the scenes, old patterns of behavior, misaligned incentives, and distrust complicate the sharing of data and information, resulting in less efficient and more costly health care. We need more collaborative partnerships to make data sharing between partners more transparent.” Approach to the subject: How will you present your material? In what order will you present your information to best address the issues at hand? Will you do a review of current literature? Are there industry trends you can describe? Will you use an anecdotes to illustrate the critical issues in your topic? Will you compare and contrast opposing viewpoints? Will you be categorizing information? For example: “I will use an anecdote to introduce the topic, illustrating how difficult sharing data between a provider and an insurer can be. I will describe how these partnerships are arranged in general and focus on one specific partnership [some names and details will be changed to protect confidential business information], and the data sharing challenges that it has. I will use interviews with leaders from both organizations to understand the motives and concerns each party has. I will focus on the issues around medical claims data, specifically data used to measure quality—where it comes from, how it is used by each party, who “owns” the data, how it gets shared with other partners. I will use industry literature to provide context for the issues with measuring quality in healthcare. I will close the paper with some policy recommendations and a vision of what a high-functioning partnership between healthcare providers and insurers would look like.” Intended audience: Though this does not need to be written for publication, you should imagine an intended audience—with a few caveats: you should assume your audience is educated but not expert in this field; you will need to define terms and explain concepts. Beyond that, describe what group of people might benefit from reading your paper. For example: “Much of the healthcare industry media portrays the problems experienced by provider-insurer partnerships as stemming from the reluctance of providers to change the way they practice medicine. I think a far bigger problem is the lack of trust and data transparency. My goal here is to show how the sausage gets made in these relationships. This paper is for the senior leaders in such organizations, to show them how they thwart their own goals when they fail to be good data partners. This paper is also for the frustrated operational managers, to show them that they are not crazy and that they are not alone.” Charts and graphs: Will you use charts and/or graphs? How will you use them? If you use them, they should truly help the reader understand some aspect of your paper. Statistical analysis can be enhanced through graphs and charts. Complex processes can be illustrated graphically. Charts and graphs should be appropriately labelled and referred to in the text of your paper. Kinds of sources: You should have some primary source – an interview with an expert, for example, or direct observation you have made from a site visit or participating in an activity. You should also use authoritative industry sources such as healthcare journals or IT journals (or healthcare IT journals). You may also use information from professional associations like HIMSS or AHIMA or medical or nursing groups. You may also use information from government agencies like the CDC, ONC, or state Department of Health. “Newer” types of media are acceptable too—I’ve mentioned podcasts like The Impact and What the Health? for example. If you aren’t sure about using a source, ask. Style: Use APA formatting and style recommendations. Use APA documentation style. Final Paper Length: About 10 pages, not counting title and references. No need for an abstract. It should be about 2750 to 3000 words.
