This paper is a legislative testimony paper on a previous reflection paper I did on homelessness. Please refer to the instructions on the instructions page about how to use the reflection paper. The change I am seeking is to change how the homeless population is being treated and make homelessness exempt. The testimony should focus on one population (African American community). In the instructions at the bottom it says an additional tactic should be used from the textbook(Social Work Policy Practice) P. 142 I choose # 11, it’s says Whenever possible, create a compelling narrative. Stories resonate with people more than anything else.
