I want the paper to argue that global hegemons, specifically the United States, intervene in rogue and terrorist states not because it is in their own self-interest but rather that rogue and terrorist states act against the interests of global hegemons. My argument is a common stance that realists of political science take.
This paper will argue with liberal theorists (the instructions say to outright state this as a paragraph in the paper) who believe that state hegemons are responsible for keeping other states in check through international organizations and world orders.
