The paper (brief) should be no longer than 10 total pages, and no shorter than 7 pages. The paper must be double-spaced, pages numbered, 12-point font, with 1-inch margins. Proper citations are critical. Where appropriate, you should relate the issues associated with your topic to course material.
In this paper (brief), you will explore alternative policies for a HR problem that is primarily under the control of federal, state or local (city, county) government.
Pursuing recent issues of the local newspaper should provide some examples of issues being faced in the public sector.
The policy analysis paper is your opportunity to research current HR policies or public policy issues and apply the analytic skills you are learning.

Write the paper as if it is being presented to a (federal, state, or local) government executive. I will not read beyond page ten (10) of written text. The only format and outline for the ten (10) page report is as follows.
Executive Summary (1 page; double-spaced)
Discuss the highlights of your research in one to three paragraphs. This section cannot exceed one page and should be titled Executive Summary. This does not count toward your 10-page limit.
The research paper/ policy brief should:
Describe in detail the HR problem.
Outline steps that have already been taken to try to deal with the problem.
Describe alternative policies that could be pursed, including the costs and benefits,
Recommend an alternative policy or best practices and justify that choice.

Outline for Paper (Policy Brief; 10 pages)
What is the human relations issue/policy you plan to address? Please write this in the form of a researchable question.
Why is this research question important for consideration by an organization?
What is the current policy being used (if any) to address your research question? Based on what you know up to this point, what legal guidelines does the current policy follow?
What limitations / constraints occur with the current policy that requires the research question to be addressed?
Who is affected by this policy internally or externally to the organization? What are the implications for the organization?
What is your policy option to address these human resources matter?
What resources will you need to implement your human resources policy option, e.g., time, money, personnel, or legislative changes?
What are the benefits and limitations of your human resources policy option?
How will you evaluate your policy proposal?

In your discussion, you should go beyond the points of view presented in course readings to include discussions from at least five (5) other perspectives, drawn from:
Positions papers from policy institutes or “think tanks, “such as society for Human Resource Management, the American Enterprise Institute, Center for American Progress, Brookings Institution, Heritage Institute, Hoover Institution, Public Citizen, the Center on Budget and Policy Priorities.
Scholarly journals articles.

Works Cited
Provide a list of works indicating sources you have used, consulted, possibly interviewed, and web pages you have utilized. This information does not count toward your 10- page limit.

Appendix
In your appendix present all tables, charts, graphs, etc. This does not count toward your 10-page limit.
